Get the current license status

/api/license

Fetches the runtime license status via gRPC (falling back to a placeholder MISSING status if that call fails), enriches it with the local anchor's install/creation info, adds installed/released file metadata and any pending migration record, and flags the response with managed_by "environment" when the license is controlled by an environment variable.
