Get notification engine health and consumer lag

GET 
/api/notification_engine/health

Return the notification engine's health status and consumer lag.

Reports:

  • status: running, degraded, or stopped, with the last evaluation time.
  • consumer_lag: lag for the engine's own consumer group (linkiir.notification-engine), so a DEBUG-level Rule falling behind is visible rather than suspected.
  • disabled_rules: IDs of rules auto-disabled due to faults.
