List projects for the monitor page

GET 
/api/project_list

Returns a lightweight id/name listing of the projects the caller collaborates on, for populating the Monitor page's project selector.

Filtered rather than complete: the Projects page is where a user sees that a project they're not on exists, and this selector only leads to contents they would be refused.
