Preview what a retention purge would delete

GET 
/api/settings/logs/purge/preview

Count and measure the records a purge would delete, and the disk space compacting afterwards would hand back.

This is a range scan over the entire purge set, so on an archive that has never been purged it takes seconds — callers should expect a slow read and set their timeout accordingly.
