Get queue depth per workflow and node

GET 
/api/queue_counts

Queue depth (Kafka consumer lag) per workflow and consuming node, for the projects the caller collaborates on.

available=False means the broker was unreachable and counts are omitted. The cached result behind this covers the whole grid - it is shared by every caller and by internal users like the Monitor list - so the filter is applied to the response rather than to the cache.
