Restart the Grid process

POST 
/api/restart_grid

Stops the Runtime and Archiver fleet, then replaces the Grid with a fresh instance of itself, so settings that only apply at startup take effect without an operator having to restart the service by hand.

Runs on a short delay so this response reaches the client before the socket goes away. Stopping the Runtime can itself take up to 30s, so the new process may not be listening again for up to about that long.
